   January 4, 2024 Update

 

Anza Pump Station Update

 The two new pumps and engines at the Anza pump station are now operational.  Additionally, the station has a backup diesel pump and engine.  The system will continue to be in manual operation until the automation for the system is installed.  This is expected to be completed by the end of February.

 

Linda Mar Pump Station

 Both the electric P20 prime storm and wastewater pump have been rebuilt.  The stormwater hydraflow pump has been rehabilitated and it has new epoxy coating.

 

Anza/Arguello Interim Storm Drain Project

 This project is complete.

      November 9, 2023 UPDATE

The National Weather Service (NWS) continues to monitor a notable weather pattern change for next week (Nov 15/17).  As it is still 6 days out there's uncertainty about timing and rainfall amounts. However, confidence is increasing that widespread rainfall will impact Northern California. Please watch your local news networks for more details.

   November 02, 2023 UPDATE

Anza/Arguello Interim Storm Drain System

As noted in the previous project update, work on the Anza/Arguello Interim Storm Drain project started on Monday.  The City is excited to get this job moving forward that was previously discussed with the neighborhood and promised as an upcoming capital project.  The last website update noted that the project will likely have two phases.  The first phase that is currently under construction is completion of the new storm drain line, manhole and upsizing the Anza/Arguello storm drain inlet top.  In the summer of 2024, the City will look to complete phase two that would add an additional drainage inlet at the Anza/Arguello intersection to allow for additional water flow into the existing and new system.  Again, this is an interim system that can help prevent flooding in the Anza/Arguello area until the larger Lower Linda Mar Storm Drain Project is built (pending receiving  a grant).  Because Anza/Arguello is the low point of the surrounding area, even with the interim system, a large enough storm event could still cause flooding on Anza/Arguello.

Anza Pump Station Update

Similar to last winter, the Anza Pump Station continues to be manually operational with the existing pump and engine. The new pumps and Caterpillar engines have been installed in the station. Currently, the city is waiting on Caterpillar to complete the necessary engine tuning to meet California emissions requirements. Automation controls from Tesco are expected to be in place and operational by the January/February timeframe.

OCTOBER 26, 2023 UPDATE 

Interim Storm Drain Study

At the October 9, 2023 City Council meeting, the City Council approved a contract for both the design and construction of an interim storm drain system that may help with flooding in the Anza/Arguello area during periods of high rain.  As discussed in the recent September 20, 2023 update, the City is moving forward with a redundant storm drain system that will pick up water at the SW Anza/Arguello storm drain inlet (grate located in the street that receives rainwater) and convey this to a system that runs north and crosses west through private property (951/944 Anza) to a City manhole.  Additionally, the storm drain inlet grate will be upsized to allow more water to get into this grate.  The City may undertake a larger project in the spring to add a second inlet to this area, should there be any significant backup of water at the inlet during the upcoming winter storms.  The work on this project is scheduled to start on Monday October 30th and although a shorter time frame could occur, it is likely that the project will take four weeks to complete, barring any unforeseen site conditions that could cause delays.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation 

The refurbished diesel engine Hydraflo pump is expected to be delivered to the Linda Mar Pump Station next week and the electric 50-HP pump was delivered and reinstalled at the Linda Mar pump station after being repaired. 

Linda Mar Sewer Pump Station Replacement & Repair

On October 16, 2023, the Fairbanks Morse pump was delivered after repairs had been performed. Linda Mar sewer pump station now has two 300-HP electric pumps and the gas engine driven pump to manage the sewer flows.

SEPTEMBER 20, 2023 UPDATE 

Interim Storm Drain Study –

As noted previously, the City received a storm drain study from Carollo Engineering that reviewed possible interim storm drain systems that may help with flooding in the Anza/Arguello area during periods of high rain.  It is important to note that rain events that exceed the capacity of the interim system will still be able to cause storm water backups in the area.  This would be an interim system until funds can be identified for the larger $6M system highlighted in the 2022 Storm Drain Master Plan.  Based on the study, the City is moving forward with an interim design that would pick up additional water on Anza/Arguello and convey this to a system that runs north and crosses west through private property to the storm drain system that runs parallel to HWY 1.  The City has completed utility potholing in the area and is moving a design forward as well as obtaining a stormwater maintenance easement from the associated private property owners.  Although the City desires to install this new system before the storm season, the City’s ability to do this will be related to completing the tasks noted and identifying a contractor who is available once the final design is completed and easements are in place.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation –

On August 10, 2023, the new 8-inch portable pump system arrived and is currently stored at the Calera Creek Water Recycling Plant until the rainy season begins. This pump system will be dedicated for the LMSWPS’s use but will also be available to be used at the other pump stations during emergency.

On September 25, 2023, on the scheduled City Council meeting, staff will ask for approval to rebuild one of the three electric P20 Prime pumps and epoxy coat the hydraflo pump (formerly called hydro pump). The two remaining electric pumps are operational and sufficient to handle any stormwater flow while the pumps are being repaired. These pumps are expected to be back in operation by mid-October 2023.

The schedule for the potholing work on Anza has been changed to Tuesday, August 15, 2023.

 AUGUST 4, 2023 UPDATE 

Interim Storm Drain Study -

The City's Contractor, Casey Construction, will be on Anza on Wednesday, August 9, 2023, performing some utility potholing and survey shots related to possible placement of a new interim storm drain system. This should not impact parking on the roadway.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation –

No new update at this time.

JULY 25, 2023 UPDATE 

Interim Storm Drain Study –

The City received the draft study from Carollo Engineering related to an interim stormwater management system and is in the process of peer reviewing the information.  Related to the draft study, two of the four options provided were identified as improvements that may assist with stormwater management on Anza/Arguello and provide additional support to the existing storm drain system during a storm event.  As previously discussed, the improvements would be an interim measure that could be installed while the City works to identify grant funding for the significant drainage improvements in lower Linda Mar identified in the Storm Drain Master Plan Document.  City staff is currently reviewing the feasibility of constructing one or both of the options.  Staff will include the study on this webpage, once the study has be finalized.  Resident may see staff working in the area to assess the options.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation –

On June 26, 2023, the City Council approved a budget of $350,000 for the Linda Mar Stormwater Pump Station (LMSWPS) Rehabilitation Project which will be used to rehabilitate or replace existing pumps and other improvements or purchases needed for LMSWPS.

On June 28, 2023, the existing diesel engine hydra pump and one of the electric 50-hp pump were removed and sent to a pump repair shop for maintenance and should be completed by early September 2023. The two remaining electric pumps are operational and sufficient to handle any stormwater flow while the said pumps are being repaired.

On July 10, 2023, the City Council approved the purchase of 8-inch portable pump system which will be dedicated for the LMSWPS’s use but will also be available to be used at the other pump stations during emergency. This portable pump system is expected to arrive by the end of September 2023.

JUNE 12, 2023 UPDATE 

Interim Storm Drain Study – Carollo Engineers have discussed the results of their draft study related to an interim storm drain system in the Anza/Arguello neighborhood with Public Works staff.  Based on the conversation, they will be reviewing some other options related to the conceptual design and develop engineering data on this.  It is anticipated that the most effective conceptual design for the system will be selected in the next several week.  Staff has discussed a request with the Council on funding for design/construction of this interim system and Council will vote on this funding request during the upcoming Council budget adoption.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation – Public Works staff is reviewing two options for rehabilitation of the stormwater hydro-pump system.  One option would be to replace the pump and rehabilitate the existing pump engine.  The second option is to purchase a new hydro-pump system, which may require increased regulatory agency review.  A decision related to this is expected by mid-July to allow discussions with regulatory agencies. Staff will also be assessing the other three electric stormwater pumps by the end of August.  It is anticipated a crane will need to be employed to lift the electric pumps from their existing location for this assessment.  Staff has discussed a request with the Council on funding for the rehabilitation and assessment of the stormwater pumps at the Linda Mar station and Council will vote on this funding request during the upcoming Council budget adoption.

MAY 5, 2023 UPDATE

Linda Mar and Anza Pump Stations Tour – The Linda Mar and Anza Pump Stations Tour occurred on Wednesday, April 26, 2023. Members of the Public and City Council and City staff were in attendance. The tour scheduled on Thursday, April 27, 2023 was canceled due to lack of sign-up.

Interim Storm Drain Study – Carollo Engineers had surveyors on site to survey the storm drainage system in the area of Anza/Arguello the week of April 17th.  They were unable to collect all of the survey information at that time and resent out the survey crew to collect the remaining survey data the week of April 24th.  This information will allow Carollo to develop the study related to options for interim storm drainage improvements in the area.  The study completion is still on target for early June.  Staff will discuss construction funding for an interim drainage project with the City Council during upcoming budget discussions.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation – Wastewater staff will be reviewing proposals (MWI Pumps) for three different options to improve the Hydro Pump System.  Additionally, staff will be reviewing a proposal for purchase of a new portable 8” pump system.  Staff will be discussing funding for these systems with the City Council during the upcoming budget discussions.  The previously discussed contractor assessment of the LMSPS components will be scheduled for this summer.

APRIL 10, 2023 UPDATE

Interim Storm Drainage Study – Carollo Engineers has begun the study to develop interim storm drainage options for the Anza/Arguello area that could be designed and constructed (if funding is identified), to help provide some mitigation for stormwater flooding in the area, while the City works to find grant funding for the larger $6M Lower Linda Mar Storm Drain Improvement project.   It is expected that surveying for the study will start the week of April 10th.  The study is expected to be completed by the beginning of June.

Linda Mar Storm Pump Station (LMSPS) Rehabilitation – The City reviewed a proposal for design services from Carollo Engineers for plans for rehabilitation of the Linda Mar Pump Station.  Due to extensive time required for the design and construction of the improvements, the City will not be moving forward with Carollo’s proposal.  In an effort to expedite rehabilitation of the LMSPS, the City will take the following actions that are anticipated to take 18 months to complete:

  1. Public Works will hire a contractor to assess the LMSPS components that need rehabilitation/refurbishing.
  2. Once this assessment is complete, Public Works will hire a contractor to complete the rehabilitation/refurbishing work.

The LMSPS has been working after completing the hydro-pump repairs and the City has had back-up pumps to help manage large rain events.  However, it is important to take these proactive steps to assess and address the long-term viability of the equipment.

City Capital Improvement Program (CIP) Budget – The City is moving forward with budget discussions for the FY 2023-24 CIP.  During this budget process, discussions will be held at City Council meetings regarding funding the construction of the interim storm drainage improvements, the rehabilitation of the LMSPS and design of the Lower Linda Mar Storm Drainage Improvement project.  Council budget discussions will be held during City Council meetings between April and the end of June.

 MANAGEMENT OF LINDA MAR PUMP STATION (LMPS) DURING STORM EVENTS

Below is the City’s process to minimize the possibility of storm water flooding or an SSOs during large storm events:

  •  Linda Mar storm pump station
    • Water well level will be kept as low as possible.
    • The 3 electrical storm water pumps will run constantly to keep the well to the lowest possible level.
    • If the 3 electrical pumps cannot handle the flow, the hydro pump system will be turned on.
    • Temporary pump for redundancy, as needed.
    • Alert residents, if flooding is detected.
  •  Linda Mar sewer pump station
    • Staff will maximize pump flow to the Plant.  Linda Mar Sewer Pump Station will be running the 2 electrical pumps. When flow starts getting high, the engine driven pump will be in operation.  If a Sanitary System Overflow (SSO) seem imminent in the area, staff will bypass at the Plant or at Linda Mar Pump Station in an effort to prevent or minimize any SSOs in this area.
    • Staff will monitor the level of the wastewater wet well.
  •  EQ Basin
    • Staff visually monitor level of south and north tanks of EQ Basin.
    • As soon as water starts to enter the EQ Basin, and if feasible to pump, the EQ Basin will slowly be pumped down, as weather and flow to the Plant allow.
