Background
The existing Manor Drive overcrossing was constructed in 1963. The overcrossing lacks shoulders and has narrow lanes and tight turning radii that require buses and large trucks to cross the center line into opposing traffic lanes to negotiate right and left turns. The sidewalks and guardrails show evidence of multiple sideswipes, most likely by buses and trucks. The existing ADA ramps at the intersections are narrow and steep that some wheelchair-bound individuals have reportedly fallen out of their wheelchairs while using the ramps. The existing ADA ramps do not meet ADA requirements and need to be upgraded to current design standards. Manor Drive, Oceana Boulevard, and Palmetto Avenue all lack formal bicycle facilities. Cyclists must share vehicle lanes to reach destinations in the project area or to connect with existing Class I bikeways on Esplanade Avenue to the west or the Milagra Ridge open space, part of the Golden Gate National Recreation Area, to the east.
Project Description
The Highway 1/Manor Drive Overcrossing Improvement Project is identified as a Key Congested Area project in the San Mateo County Transportation Authority (SMCTA) Transportation Expenditure Plan. It has the full support of the City and the County.
The overcrossing experiences congestion and poor levels of service during peak traffic demand hours. It presents concerns to motorists, pedestrians (especially school children) and bicyclists.
According to the City’s Police Department, there were a total of 36 reported accidents at the overcrossing in last 5 years, and 63 within the last 10 years. A number of these accidents are attributable to issues with the current configuration of the overcrossing.

The purpose of the proposed Project is to:
- Alleviate the weekday peak hour traffic and weekend visitor traffic
- Provide enhanced and safe pedestrian and bicycle facilities
- Improve overall safety of the intersections and Overcrossing
The Highway 1/Manor Drive Overcrossing Improvement Project would widen or replace the highway overcrossing at Manor Drive between Palmetto Avenue and Oceana Boulevard, install traffic signals at the Manor Drive/Palmetto Avenue and Manor Drive/Oceana Boulevard intersections, and construct an on-ramp to northbound Highway 1 at Milagra Drive and Oceana Boulevard to improve the traffic circulation along Oceana Boulevard.

The proposed project schedule is as follows. The schedule is subject to change based on environmental impacts, cost, and funding availability.
